Difficulties Continue for Humanitarian Assistance in Northern Gaza In Spite Of Ceasefire
While the access route with Egypt starts functioning this week, humanitarian organizations face major difficulties delivering assistance to northern Gaza, the region hardest impacted by food shortages, analysts state.
Transportation Problems
Primary highways are practically blocked due to extensive devastation across the war-torn region – or are still under the control of security personnel. Any transport that malfunctions is likely to be immediately stripped.
The primary crossing, the main entry point to the northern territories, destroyed during 24 months of conflict, has been inactive for multiple weeks, and Israeli officials have told NGOs in Gaza that there are no current intentions to activate the entry location, per reports from humanitarian staff.
Destruction in Northern Territories
The main city was the objective of a large-scale military operation launched in August that was ongoing when the temporary truce was finalized a week ago.
Destruction in the north has been extensive, with entire towns including urban centers and Beit Hanoun in ruins as well as many of the surrounding regions of the urban center.
"Any opening of a access route into Gaza is positive, but we need to ensure we can help civilians where they are," stated a policy expert from a humanitarian organization.
Aid Circumstances
Witnesses said many of the roughly 300,000 people who have come back to the northern area from the overcrowded coastal zone where they had been sheltering during the armed conflict were now "living" among the ruins of their homes, often without any shelter and with scarce food or water.
An official from an international organization said the destruction in northern Gaza was "devastating".
"It is street after street, home after home ... there is urgent requirement for drinking water. The situation is dire. We must have every border point open," the official, who was in Gaza City recently, stated.
Insufficient Entry
A local director located in the urban center said the necessities in what used to be the region's thriving business and cultural hub were "enormous".
"We see this optimism and faith but there needs to be quick improvement on the border points. We didn't witness any significant change on the ground yet," the representative stated.
"We are still getting a small quantity of aid [and] we are now commencing to grasp the level of destruction. Multiple thoroughfares are just full of rubble ... there is almost no home that is safe. There remains harm and unexploded ordnance throughout the area."
Recent Changes
In recent days, humanitarian organizations said modest volumes of necessary propane reached Gaza for the first time in multiple months, along with deliveries of wheat, cereal and farm products. The additional resources sent market costs decreasing.
Within a central community, a civilian said there had been certain progress since the peace agreement.
"Commercial areas are full of food, produce, and fruits, although the prices are still high and not attainable for the entire population," the individual stated.
Winter Requirements
"The primary requirements now, particularly given the arrival of winter, are to have a temporary housing to shelter us from the cold and cold-weather clothing because the stores do not have sufficient clothing for us or, if they are available, they are extremely limited and very expensive."
Several organization-assisted bakeries in central and southern Gaza have resumed functioning since the peace agreement.
Support Transport
Vehicles were stated to have come through the border access point from Israel to Gaza during the week, though precise counts were unknown.
Israel's media outlet stated that recent humanitarian shipments would include nutritional supplies, medical supplies, fuel, cooking gas and equipment to restore vital infrastructure.
"Humanitarian aid remains flowing to the Gaza territory through the border access point and alternative access points after security checks," an military representative said.
Distribution Challenges
But counting the number of trucks could be misleading, warned a professional from an international NGO. "We must determine the materials within the transports and their loading status for it to be a truly significant indicator," the representative added.
Business entities are transporting convoys of trucks carrying chocolate, carbonated beverages and treats, which have poor dietary quality, while critical care for young people or people who have lacked sufficient nutrition for multiple years are limited.
Medical Status
Throughout the main city, only seven medical centers are operating, compared with many in earlier this year.
Numerous organizations have substantial resources in assistance materials stockpiled near the territory waiting to go in. An international organization supporting local residents across the region for decades has extended provisions of sustenance for all residents ready to be distributed.
"We possess the materials, the instruments and the capabilities ... we simply must have the entry," said a relief official, who recently came back from Gaza.
Political Aspects
A diplomatic framework specifies that "complete" assistance should be delivered to Gaza and be provided through international organizations and relief organizations, without interference from any combatant organizations or national security.
This likely prohibits the debated government-supported humanitarian organization which started working in May, causing uncontrolled circumstances and hundreds of deaths as crowds of aid-seekers gathered around its assistance centers.
